Where to apply: the Embassy decides, VFS receives
In Japan the examination of applications, interviews (where appropriate), the decision on applications, and the printing and affixing of visa stickers are carried out only by the Embassy of the Republic of Lithuania in Tokyo (consular contact: [email protected]). Applications themselves are lodged at the Lithuanian Visa Application Centre in Tokyo — SANKI Shiba Kanasugibashi Bldg 4F, 1-4-3 Shiba, Minato-ku, Tokyo 105-0014 — which is operated by VFS Global as the external service provider designated by Lithuania.
There is no residency-based split: applicants anywhere in Japan use the Tokyo centre. An appointment is required via the centre's website, and a first application must be lodged in person. VFS receives the file, collects biometrics and the fees, and passes the application to the embassy; it plays no role in the decision.
Application form and required documents
Complete Lithuania's electronic visa application form on migracija.lt in Latin characters, print it and sign it. The centre's purpose-of-visit checklists (tourism, airport transit, business, family or friend visit, etc.) set the supporting documents: the embassy's page asks for an admissible application in Lithuanian or English.
The Tourism checklist asks for: the duly completed and signed application form; a passport valid at least three months beyond the intended departure from the Schengen territory, issued within the previous 10 years, with at least two blank pages; one colour photograph 35×45 mm with white background, no older than 6 months; and purpose, means and transport documents — with means of subsistence set at 50 EUR per day. Copies must be provided of all documents that cannot remain with the embassy (e.g. passport, residence card, bank book), documents not in English or Lithuanian must be accompanied by a translation, and the Embassy of Lithuania in Japan may request additional supporting documents at any time.
Photo requirements
The centre's checklist asks for one colour photograph, 35×45 mm, with a white background, no older than 6 months, glued to the application form. The VFS photo-specification panel for the Japan centre describes the framing in more detail: a full frontal view of the face with the distance from the bottom of the chin to the hairline between 32 mm and 36 mm, a neutral and light background giving sufficient contrast (a neutral grey), and printing on high-quality paper with at least 600 dpi resolution.

Fees, timing and biometrics
The visa fee is 90 EUR, 45 EUR for children aged 6–12, and waived for children under 6 and for the categories listed by the embassy; nationals of EU visa facilitation agreement countries pay 35 EUR. The fee is charged in Japanese yen cash on the appointment day at the Lithuanian Visa Application Centre and is not refundable.
