Choose the agency and route, then prepare only the artifacts that belong to that route.

1. Start with agency and route

Singapore applications differ across ICA, SAVE, LTA, SPF, MPA and MOM. The country name alone must not fall back to one validator.

  • Confirm submission channel, module and route variant.
  • Stop with needs-input when route inputs are missing.

2. Separate ICA routes and checklists

PR, Citizenship and LTVP checklists state 400 × 514 px, plain white background, full-face, headgear-must-not-hide-face, but those values are not inherited by passport or Student's Pass routes without evidence.

  • Keep face geometry, DPI, EXIF, ICC and filename unresolved.
  • Do not propagate a general ICA value to another route.

3. Keep the SAVE channel and module gate

SAVE Individual/Family profiles are recorded as 400 × 514 px, JPEG, < 60 KB, but the active authenticated upload validator is not confirmed.

  • Keep the Authorized Visa Agent / Strategic Partner scope.
  • Never fall back to the general ICA 8 MB profile.

4. Separate other-agency artifacts

LTA has initial/renewal variants (renewal: 400 × 514 px, 35 × 45 mm, ≤ 2 MB); SPF has 35 × 45 mm, plain white background, within 3 months, no-border; MPA has 400 × 514 px, JPEG, ≤ 60 KB, full-face, front-view, eyes-open, no-alteration; MOM has PDF / JPEG, ≤ 2 MB.

  • Do not merge signatures, passport pages or education documents into a face-photo artifact.
  • Keep constraints such as no-alteration within their agency scope.

5. Re-check authenticated surfaces

Public sources do not fully establish SAVE, mission, ICA identity-card or current MOM validator behavior.

  • Do not convert LOGIN_GATED or unresolved states into known values.
  • This guide does not submit an application or guarantee acceptance.

Frequently asked questions

Does Singapore have one government photo specification?

No. ICA, SAVE, LTA, SPF, MPA and MOM use different routes and artifacts.

Can I use 400 × 514 px, plain white background, full-face, headgear-must-not-hide-face for every ICA application?

No. It is limited to routes whose public checklist states it, such as the cited PR, Citizenship and LTVP checklists.

Is the SAVE photo requirement fully resolved?

The documented Individual/Family profile (400 × 514 px, JPEG, < 60 KB) is retained, but the active authenticated validator remains unresolved. Channel and module are required inputs.

Are signatures and passport pages the same artifact as a face photo?

No. ABTC signatures, SAVE passport pages and MOM documents are separate artifacts from a face photo.

Does this guide guarantee acceptance?

No. Re-check the current official route and authenticated application screen before submission.
